Can a disabled person travel?

I am born here in Singapore and do not know much about going abroad. I saw that some people are disabled or handicapped when they are born. Can those people get out of the country even though they are in those situations? I am curious if they are allowed to leave the country while being a handicapped.

There are people that are born handicapped or disabled. They are called PWD (Persons With Disability) They are disabled persons but they can still go out country. They have more privileges than us, normal people. They can aqcuire discounts, some times free stuffs. They are like senior citizens who are prioritized.
