Can hospitals offer loans?

A friend of mine has a son who became an outpatient last night due to a car accident. The car he was riding unfortunately loses its brakes. Him, together with other passengers were rushed to the Emergency Room. My friend cannot afford to pay the bills since it went up to the roof due to thesurgery that has been done to his son. While in the counter, an emergency staff walked up to her and offered a bank that offers on-the-spot loans because it is in partnership with the hospital.

    It is better to not take the loan and just borrow from someone you know because loans that happened in the hospitals makes those persons vulnerable. Most likely, there will be no contracts or whatever because the hospital is taking advantage of the situation of those who are in need. Most of those loans will surely have high interests that will make you free from your debt to the hospital but not from the bank which is the partner of the hospital.
