So can the central Banks print money whenever they like?

Is it true the central bank can print money in any volume and whenever they want then why do they allow shortages?

I have to say this is not entirely true. The MAS (Monetary Authority of Singapore) has an important role to balance the money supply and demand for our currency to ensure stability in prices. The economy of a country can be destroyed by hyper-inflating its currency. These are strict measures the central bank puts in place to prevent that from happening. So central Banks do not just create money out of thin air. That would be suicide for any nation.
