Do people who are handicapped excempted to tax?

A friend of mine is handicapped since birth. He just came here to Singapore to be a resident. He is planning to stay here for a long time. In his country being handicapped gives him discounts, exemptions, and other privileges. Can he also get those privileges here? He does not know where to get those.

Even they are handicapped, they are also given taxes. Remember that even when you but food and other things, tax is applied. Those who are PWD's can get discounts, still depending on the stores' policy
