I just got my first card ever and it’s a UOB Visa Signature Card, Can I use it as it’s un-activated to perform transactions at the ATM?

UOB Visa Signature is considered one of the best cards but take note that to earn four mpd on overseas spending, you need to spend a minimum of S$1,000 in FCY in a given statement period, and the 4 mpd is capped at S$2,000 of FCY.
